COMMUNITY RELATIONS UNIT (CRU)

 

The existing Public Grievances Cell is hereby re-designated as the Community Relations Unit (CRU). Inspector incharge PG Cell would now be designated as the Inspector incharge Community Relations Unit. The CRU would have a nodal role in implementing and monitoring community policing projects by the field units. Apart from redressing community grievances the following would be the main duties of the CRU:-

  1. Monitoring the implementation of neighbourhood watch scheme by the police stations.

  2. Monitoring the effectiveness of police-public interactions.

  3. Monitoring door-to-door visit by beat staff.

  4. Monitoring special measures taken for the senior citizens.

  5. Redressal of public grievances.

  6. Monitoring verifications of servants/tenants/migrants.

  7. Monitoring the working of community relations officer (CRO) posted in the police stations.

  8. Monitoring the functioning of the community liaison groups (CLGs).

  9. Monitoring the involvement of voluntary/ non-governmental organizations by the police stations for conducting social works.

  10. Coordinating the work of passport window public window, verification window, foreigners window and miscellaneous window.

The Inspector/incharge Community Relations Unit would work under the supervision of Senior Superintendent of Police, UT, Chandigarh . The respective branches of the window system dealing with the office work would continue to work under the existing supervision structure i.e. under the direct supervision of DSP/CID and the overall supervision of SSP/UT.

Community Relation Officers

One officer of the rank of SI/ASI is to be designated as Community Relations Officer in each police stations. This official would have a minimum tenure of two years in the police stations and unless there is specific complaint against him/her or he/she is not performing upto the expected standard the official shall not be posted out of the police station. The CRO shall not be assigned any other work except in emergency and he shall be free for attending to police community interface. The concerned SHO/SDPO would purpose the name of CRO which would be approved by the SSP/UT. The following shall be the role and duties of the CROs:-

  1. Supervision of neighbourhood watch scheme.

  2. Organization of police public meetings.

  3. Supervision of door-to-door visit by beat officers.

  4. Supervision of community liaison groups.

  5. Supervising the special measures for senior citizens.

Community Liaison Groups

One community liaison group (CLG) shall be set up in each police station and would have the following features:-

  1. It should comprise representatives of all sections of society.

  2. The members should be bipartisan, non-controversial and without any criminal antecedents.

  3. The number of members of CLG shall not exceed 30 and shall be between 25 to 30.

  4. SHOs would hold monthly meetings with the CLGs, SDPOs would interact on quarterly basis, SSP on six monthly basis and the undersigned annually.

The CLG shall be constituted by the respective SHOs and a detailed list of members of CLG of each police station shall be put up by SHO through the SDPOs and SSP to the undersigned. The list of members of CLGs shall be approved by the undersigned. The following will be the role of the members of CLG:-

  1. Disseminating information about the crime pattern to the citizens.

  2. Helping the police in investigation and law & order matters.

  3. Motivating the citizens for installing home security devices.

  4. Verifying servants/tenants and migrants.

  5. Conducting volunteer work.

  6. Providing assistance in crime prevention.

  7. Identifying the problems of the community and suggesting measures for their solutions.

  8. Request for police help in noncriminal matter can be processed by the CLG and they can render assistance to the citizens in solving their problems.

  9. Providing regular feed back to the police about its functioning and suggesting measures for improvement in police functioning.
